I own a use a Fujitsu ScanSnap for documents and I love it, but I think the results for scanning photos stink. If you were going to take a hybrid approach I’d use a photo scanner such as the Epson FastFoto, but they are prone to dust and streaking.
For high volume scanning, I find the most of the labor is in sorting, handling, etc. I think the difference in the overall project between a high speed scanner and camera scanning (with some practice) isn’t as big as you think.
